出于人道原因需要緊急入境，應(yīng)邀入境從事緊急商務(wù)、工程搶修或者具有其他緊急入境需要并持有有關(guān)主管部門同意在口岸申辦簽證的證明材料的外國人，旅行社按照國家規(guī)定組織入境旅游等，可以向公安部委托的口岸簽證機關(guān)申請辦理口岸簽證。
